Regional Trade Compliance Officer

RUAG Space USA is seeking a Trade Compliance Officer who will be responsible for ensuring international legal requirements for both exports and imports, and performing day-to-day activities required to operate a fully effective export compliance program to ensure the operations of the company’s business comply with U.S. regulatory and internal policy requirements.


Main Tasks:
•    Provide leadership for U.S. global trade compliance in support of global business objectives.
•    Serves as Empowered Official for export licensing and compliance matters.
•    Serves as primary liaison with U.S. Department of State DDTC, U.S. Department of Commerce BIS, U.S. Customs and Border Protection, and other governmental agencies relative to import and export control.
•    Trade Compliance Training – Manages trade compliance training content development, presentation for all personnel as well as targeted training for business units, and maintenance of training logs, 
•    Export Licensing and Agreements – Prepares, submits and manages export license applications, both U.S. Department of State and U.S. Department of Commerce.  Prepares Commodity Jurisdiction, Advisory Opinions, and General Correspondence requests.
•    Product Classifications – Conducts analysis with internal technical SMEs to determine DDTC USML, BIS ECCN, and HTS classifications.  Work with Supply Chain personnel in vetting compliance status of suppliers and obtaining supplier classifications.
•    Shipping & Receiving – Oversee all export and import shipments to ensure compliance, coordinating with shipping/receiving personnel and nominated Customs Broker.
•    Responsible for Trade Compliance assessment for all foreign visitors and foreign travel, ensuring export compliance in accordance with U.S. ITAR and EAR regulatory requirements, and compliance with authorizations and provisos imposed.    
•    Support BD in pursuit of capturing new business - review all requests for information/proposals and support technical documentation to assess and determine export requirements.
•    Work with IT establishing and maintaining secure data locations for controlled unclassified data in compliance with ITAR, EAR, and DFARS access, storage, and transfer security requirements, and maintaining transfer logs and libraries as required.
•    Continuous Improvement – Works with RUAG Corporate Trade for process improvement opportunities, providing recommendations, participating in review and assessments, and implementing new procedures/tools as applicable.
•    Manage and maintain all export/import activity in accordance with recordkeeping requirements.

 

Requirements/Skill Set:
•    BS/Legal Degree required, Masters preferred
•    Must demonstrate at least 5 -10+ years of relevant job experience
•    Excellent analytical and abstraction skills with sense of implementation
•    Extensive knowledge of the DDTC and BIS requirements; 
•    Know-how of ITAR/EAR regulations 
•    Legal background and understanding of regulatory compliance
•    Must have high proficiency in MS Office, MS Project, and excellent written and verbal communication skills
•    Candidate should have excellent resolution skills
